Our Story


NPM was established in 2016 and provides whole life cycle project and design management services of construction projects for our clients. NPM’s client base comes predominately from repeat business and referrals.

Meet the Team

Matt Nielsen is a highly skilled and experienced Project Manager with over 30 years experience in the construction industry. Matt’s experience is broad ranging and encompasses a breadth of project works of more than $500 million in value throughout his career.

Following graduating from Newcastle University with a Bachelor of Construction Management (Honours) in 1997, Matt specialised in civil marine projects with McConnell Dowell Constructors (Sydney and Adelaide) before returning to Sydney to manage luxury residential projects for Paragon Projects.

In 2002 Matt commenced a 15 year career with Hutchinson Builders Toowoomba as Senior Design/Project Manager. During this period Matt specialised in the delivery of large Design and Construct projects throughout Eastern Australia.

Matt established NPM in 2018 and since inception he has ensured that his focus on continual high quality and successful project delivery outcomes for his clients remain his strategic focus and point of difference within the industry. 

Matt’s strength lies in his ability to develop a project team to work more efficiently in achieving cost efficient design, construction and operational requirements of the project. This ensures that time, cost, quality and the ongoing operational management of each project come together seamlessly. Referral and repeat business are the backbone of NPM’s client base.

Matt prides himself on his strong working and personal relationships throughout, not only South East Queensland, but also within the Australian Construction industry. Maintaining strong working relationships with a variety of stakeholders is crucial to NPM’s continued success.

WHAT We Provide


  • Independent project leadership acting solely in the client’s best interests. We provide informed oversight across all project stages, ensuring strategic alignment, governance discipline, and protection of commercial and delivery outcomes.

  • Development of structured, achievable programs aligned with approved scope, statutory requirements, and key delivery milestones. Programming is continuously monitored and adjusted to manage risk, interfaces, and critical path impacts.

  • Early-stage feasibility assessments to test project viability, affordability, and risk exposure. We provide cost planning and value management advice to support informed investment decisions and optimise project outcomes.

  • Development of procurement strategies tailored to project objectives, risk profile, and delivery constraints. Scope documentation is clearly defined to support competitive tendering and minimise downstream variations.

  • Strategic management of the tender process from issue through evaluation and recommendation. Tenders are assessed for compliance, value for money, and alignment with project objectives and delivery capability.

  • Comprehensive management of design and construction activities on behalf of the client. We coordinate consultants, contractors, and stakeholders to ensure delivery aligns with approved scope, quality standards, budget, and program.

  • Independent review of design documentation to assess value, constructability, and readiness for construction. We identify opportunities to improve build efficiency, reduce cost and mitigate delivery risk. Recommendations support informed decisions prior to procurement and site mobilisation.

  • Development and review of Construction Execution Plans aligned with program, budget, and Work Health and Safety requirements. Plans are assessed for practicality, compliance, and effective risk management.

  • Independent reviews of construction methodology, sequencing, and site conditions to identify delivery and safety risks. We assess program, cost, and contractual exposures and provide practical mitigation strategies. Reviews support informed decision-making throughout the construction phase.

  • Management of the contract completion process through commissioning, defect resolution, and final certification. We coordinate plan sealing, authority sign-off, and completion documentation to achieve practical and final completion. The handover process is managed to ensure contractual compliance and a smooth transition to occupation or operation.

  • Facilitation and coordination of development, building, and authority approvals across all relevant stages of the project. We manage consultant inputs, approval documentation, and authority engagement to support timely approvals and minimise program risk. Processes are administered to ensure compliance with statutory requirements and project objectives.

  • Disciplined administration of construction contracts in accordance with Australian Standards and applicable legislation. This includes assessment of claims, variations, extensions of time, and progress payments to protect commercial outcomes.

  • Provision of independent Superintendent services in accordance with the construction contract, acting fairly and impartially at all times. We administer contractual obligations, assess variations, extensions of time, and progress claims, and certify payments to protect the client’s commercial position. All determinations are made strictly in accordance with the contract, relevant Australian Standards, and applicable legislation.
