The DET Project represents a significant investment by Toowoomba Grammar School in the future of specialist education facilities, delivering a contemporary Design, Engineering and Technology learning environment tailored to modern curriculum requirements. NPM was engaged to deliver a full turnkey solution, managing the project from initial concept inception through to final handover. This included early feasibility and planning input, coordination of development approvals, design management, and the delivery of a design-and-construct procurement process through to completion.
Throughout the project lifecycle, NPM provided strategic leadership to ensure the educational, architectural, and operational objectives of the school were fully realised. Particular emphasis was placed on stakeholder engagement, constructability, cost certainty, and programme control, ensuring the facility was delivered to a high standard while minimising disruption to ongoing school operations.
The completed three-storey DET learning complex provides state-of-the-art teaching and workshop spaces that support science, engineering, technology, and practical learning disciplines. Internally, the building accommodates flexible learning environments, modern services infrastructure, and specialist spaces designed to meet contemporary safety, functionality, and compliance requirements. Externally, the building presents a modern and refined façade that integrates seamlessly with the existing campus while establishing a strong architectural identity.
This project is widely regarded as a landmark development for both Toowoomba Grammar School and the broader community, reflecting the school’s commitment to educational excellence and innovation. NPM was engaged by the Black Toyota Group to provide a full turnkey solution for the delivery of their new headquarters facility in Dalby. The project required a comprehensive and coordinated approach, with NPM managing the full project lifecycle from feasibility and concept planning through to development approvals, detailed design coordination, tender management, construction delivery, and final handover.
From the outset, NPM worked closely with the client to establish functional requirements that aligned with Toyota brand standards, operational efficiency, and customer experience expectations. The project demanded careful coordination between architectural, structural, civil, and services consultants to ensure the facility was fit for purpose, cost-effective, and future-ready. NPM’s role included programme management, cost control, procurement strategy development, and risk management throughout all stages of the project.
The completed development is a single-storey commercial facility incorporating showroom space, administration offices, workshop and servicing areas, detailing bays, and vehicle storage facilities. The layout was designed to optimise vehicle movement, staff workflows, and customer interaction, while maintaining a professional and modern presentation consistent with the Black Toyota brand.
This facility now serves as the flagship headquarters for the Black Toyota Group, supporting both retail and service operations within the region. NPM is proud to have managed the successful delivery of this high-quality commercial development, providing a durable, efficient, and visually strong facility that supports the client’s long-term operational objectives.

The TRC Library Project is a significant civic development and a landmark within the Toowoomba City Precinct. In 2014, Matt Nielsen was appointed as Construction Design Manager for the Head Contractor during the detailed design and documentation phase of the project. This role required a high level of technical expertise and leadership, given the architectural complexity and stringent performance requirements associated with major public infrastructure projects.
The project incorporated a high level of architectural detailing and complex building services systems, requiring extensive coordination across multiple disciplines. Matt played a key role in managing consultant interfaces, resolving design conflicts, and ensuring documentation met Toowoomba Regional Council’s specific functional, operational, and compliance requirements. This included detailed coordination of structural systems, vertical transportation, fire engineering, mechanical services, and public-use safety considerations.
The completed facility is a three-storey civic building comprising basement car parking, contemporary library spaces, and a range of meeting, function, and community spaces designed for broad public use. The building is widely regarded as a high-quality architectural asset within the CBD, contributing significantly to the activation and cultural value of the city centre.
Matt’s involvement was pivotal to the successful delivery of this complex and high-profile project. The library continues to serve as a key community hub for education, learning, and public engagement within the Toowoomba region.

NPM was engaged by Seachange Resorts to provide project management services for the initial establishment of a large-scale resort development, including the delivery of the Summer House community precinct. The scope of works extended beyond a single building and included development planning, civil design coordination, and tender management for the entire infrastructure servicing the 180-lot development.
NPM played a central role in coordinating consultants, managing authority approvals, and overseeing the delivery of civil infrastructure works, ensuring the development was delivered efficiently and in alignment with the client’s vision. This required careful management of staging, cost control, and risk, particularly in the coordination of services and infrastructure that underpin long-term resort operations.
The Summer House facility itself is an architectural feature of the development, incorporating exposed internal and external timber elements that contribute to a warm, refined, and resort-style aesthetic. The single-storey building houses administration functions alongside communal internal and external leisure facilities designed to enhance resident and guest experience.
NPM’s involvement in the management of this detailed and design-focused project was critical to its successful delivery. The Summer House now serves as a central hub within the resort, supporting both operational needs and community engagement, and reflects Seachange Resorts’ commitment to high-quality development outcomes.

Early project stages focused on understanding the operational requirements of a heavy vehicle dealership and service facility, including site access, heavy vehicle circulation, workshop functionality, and compliance with industrial and safety standards. NPM worked closely with consultants and the client to ensure the facility was designed to support efficient operations, durability, and future growth.
The completed development is a single-storey industrial facility incorporating hardstand display areas, extensive landscaping, administration offices, workshop facilities, detailing bays, and secure vehicle storage. The layout prioritises operational efficiency while presenting a professional and highly functional commercial frontage.
